摘要:

为客观评价与选择EPC项目设备供应商,解决综合评标法的不足,在对设备供应商评价指标体系进行分析的基础上,综合考虑了技术质量、售后运维、业绩能力、付款交贷和评标价格等五个维度的二级指标,基于综合评标法与TOPSIS两种方法分别构建评价模型,并结合具体电力工程实例,计算出两种方法的评价结果及优先次序。两种方法的对比分析表明,采取TOPSIS评价模型克服了综合评标法中的人为因素,综合应用多种评价方法与模型,可以更好地开展电力工程EPC项目设备供应商的评价与选择工作。

Abstract:

In order to objectively evaluate and select equipment suppliers for EPC projects and solve the deficiencies in the comprehensive bid evaluation method,based on the analysis of the equipment supplier evaluation index system and comprehensive consideration of the technical quality,after-sales operation and maintenance,performance capability,payment and bid evaluation price,two evaluation models are respectively built based on the comprehensive bid evaluation method and the TOPSIS method.Combining with specific power engineering examples,the evaluation results and priorities of the two methods are calculated.The comparative analysis of the two methods shows that the adoption of the TOPSIS evaluation model overcomes the human factors in the comprehensive bid evaluation method,and the comprehensive application of various evaluation methods and models can better carry out the evaluation and selection of equipment suppliers for power engineering EPC projects.
