坚持清洁低碳、安全高效的能源发展方向,能源结构调整步伐不断加快。在能源转型背景下,提出煤电由电量型电源向电量和电力调节型电源转变,在能源电力供应安全上,处于"托底保供"的位置,在配合新能源运行时,为新能源发电"让路"。解决新能源消纳问题,关键措施是提高系统调节能力。从我国资源禀赋和技术创新进程看,提出煤电灵活性改造是提高系统调节能力的现实选择,同时要加快储能技术的研发和应用。
Abstract:Adhering to the direction of clean, low-carbon, safe and efficient energy development, and the pace of energy structure adjustment is accelerating. In the context of energy transition, it is proposed that coal power should be transformed from electricity-based power source to electricity-and power-regulated power source. In terms of energy and power supply security, coal power is supporting to ensure supply.When cooperating with new energy, coal power gives priority to new energy generation. To solve the problem of new energy consumption, the key measure is to improve the ability of system regulation. From the perspective of China's resource endowment and technological innovation process, it is proposed that the flexible transformation of coal power should be a realistic choice to improve the capacity of system regulation. And at the same time, the development and application of energy storage technology must be accelerated.
